Prepare the dough by mixing flour and salt, then slowly adding boiling water until a soft dough forms. Let it rest for 30 minutes.
Mix chives, glass noodles, carrot, tofu, soy sauce, sesame oil, and salt in a bowl.
Divide the dough into small balls and roll each out into a thin circle.
Place a spoonful of the filling into the center of each circle, fold, and seal the edges.
Heat a pan with a thin layer of oil. Place the chive pockets in the pan and cook until golden brown on both sides.
