In a bowl, mix the flour and salt. Gradually add ice-cold water to the flour mixture and gently mix until just combined; it’s okay for the batter to be lumpy.
Heat the oil in a deep fryer or large pan to 350°F (175°C).
Dip vegetables into the batter to coat evenly and fry in batches, making sure not to overcrowd the pan, until golden and crispy, about 2-3 minutes.
Remove the tempura from the oil and drain on paper towels.
Serve hot with soy sauce for dipping.
