Preheat oven to 350°F (180°C) and line a baking pan with parchment paper.
In a large bowl, whisk together the flour, granulated sugar, baking powder, and salt.
Add the applesauce, almond milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until just combined.
Pour the batter into the prepared pan and smooth the top with a spatula.
Bake for 25 minutes, or until a toothpick inserted into the center comes out clean. Allow to cool completely.
For the icing, sift the powdered sugar and cocoa powder into a mixing bowl. Add water and vanilla extract, and stir until smooth.
