Blend the soaked black-eyed peas with onion, bell pepper, garlic, cayenne pepper, and salt to a smooth paste.
Heat the oil in a deep fryer or large skillet to 350°F (175°C).
Scoop the batter into the oil in spoonfuls, and fry until the akara are golden brown and crispy.
Drain on paper towels and serve hot.
